Headlight lenses are polycarbonate with a thin factory UV coating on the outside. In Henderson and Las Vegas that coating gets 300-plus days of direct sun a year, and once it fails the plastic underneath starts oxidizing. That is the yellow, cloudy, sandblasted look.
It is not dirt, so it does not wash off. The oxidized layer has to be sanded away and the lens polished back to clear, then sealed so the new surface is protected instead of exposed.
The difference at night is not subtle. A hazed lens scatters light in every direction except down the road.
